If you're moving or travelling here, of course, go to Amsterdam. Any other city is a joke if you're actually serious about seduction.
Do take day-trips to other "authentic" cities for the culture as well, but definitely stay clear of Eindhoven either sight seeing or gaming. Expect 70 to 80% males in the local college and every bar/club. You have been warned.
One other cool city to live/game/study is Utrecht, where the sex ratio is highly in your favor, but it doesn't have the expat and tourist presence like Amsterdam does.
